Washing detergent manufactureing plant

am an a libyan investor and i want to set up two, brand new and complete semi-automatic, plants; one for making good-quality powder soap for washing machines and other domestic/ industrial uses, starting from raw materials together with the necessary raw materials for production, formulations and consumer paper (?) packing of (1, 3, 5, 10 & 15 kilograms in sacks).
production: about 5- 6 tons per hour. two working shifts of 8 hours.
local electricity is 220/ 420, 3 phases.
